		<description><![CDATA[I neglected to update this post but since running into this several more times. I am suspicious that McAfee might have been involved. After examining desktop protection logs I saw the following entry repeated several times where one of the binaries in the installer was being terminated:

7/26/2012 10:58:13 AM  Blocked by Access Protection rule C:\WINDOWS\TEMP\IE9EA2F.tmp\IE9-support\ienrcore.exe C:\Program Files (x86)\McAfee\VirusScan Enterprise\shstat.exe  Common Standard Protection:Prevent termination of McAfee processes       Action blocked : Terminate

I dont know if this is actually what was happening because the odd thing is that even after successful installs, I was still seeing these log entries. Its possible that my stated solution in the post was just luck.]]></description>
